Turnkey Project: What It Includes and Why It Matters

A turnkey project is one where a single party delivers the installation running and tested, not just a piece of equipment. For a tank or a treatment plant, that spans eight fronts: engineering, supply, logistics, civil works and foundation, installation, commissioning, training and operation and maintenance (O&M). The practical difference from buying piecemeal is who owns integration: in a turnkey scope, one contract absorbs the interfaces between disciplines, which is exactly where delays and overruns are born.

This guide details the full scope, lays out the phases in a table, and ends with the questions worth asking any supplier before you sign.

What the turnkey scope includes

1. Engineering

Process design and sizing from your data (flow, contaminant load, required volume), structural calculation to code (for bolted steel, AWWA D103), foundation drawings with loads, and detailed engineering of accessories and connections. This is the phase that defines everything else.

2. Supply

Provision of the tank or system equipment (reactor, gas holder, cover, pumps, blowers, instrumentation) with its coating and certificates. In an integrated solution, the supplier is accountable for compatibility between components, not just for each part.

3. Logistics

Importation, ocean and land transport, customs clearance and on-site delivery. For imported equipment this front weighs heavily on total lead time; keeping it inside the contract stops customs or freight from becoming the client's problem.

4. Civil works and foundation

Execution or coordination of the concrete slab or ring beam, drainage and platforms. The foundation is the most common mistake when buying piecemeal: here it is integrated into the schedule and calculated with the equipment's real loads.

5. Installation

On-site assembly with specialized crews. Bolted steel tanks use hydraulic-jack erection, which builds from the top down at ground level, with no welding at height: safer and much faster than field welding.

6. Commissioning

Leak tests, start-up, tuning of process parameters and verification that the installation meets the specification. Without commissioning, the equipment is assembled but there is no guarantee it works as intended.

7. Training

Training for the staff who will operate the plant: procedures, safety, instrument reading and routines. A well-delivered installation that is poorly operated performs below its design.

8. Operation and maintenance (O&M)

Manuals, inspection plan, spare-parts list and, depending on the contract, recurring support or service. It closes the loop: the installation not only starts up, it is sustained over time.

Why it matters: integration is the real value

When each front is contracted to a different supplier, the interfaces have no owner. The tank maker says the foundation was wrong; the civil contractor says the loads arrived late; the erector says accessories were missing. In a turnkey scope, that risk is absorbed by a single party, and the client measures the result, not the excuses. What to ask a turnkey supplier

  • Does the scope include foundation and civil works, or only the equipment? Ask for it explicitly in the quote.
  • Under which standard is the structure calculated? It must be cited (for example, AWWA D103) in the report.
  • Is the lead time door-to-door, including logistics and customs? Separate fabrication, transport and installation.
  • Are commissioning and documented leak tests included? Without commissioning there is no performance guarantee.
  • Are training, manuals and spare parts included? Define the O&M scope in writing.
  • Who is the single party responsible if something goes wrong on site? The answer must be one company.

What is the difference between turnkey and buying the equipment separately?

It is the testing and start-up phase: tank leak tightness, equipment verification, tuning of process parameters and confirmation that the installation meets the specification. Without documented commissioning, the equipment may be assembled but there is no guarantee it operates as intended.

How long does a turnkey project take?

It depends on the scope, but hydraulic-jack erection shortens the work sharply: tanks that would take months in a welded version are assembled in weeks. Does it include staff training and maintenance?
