Turnkey Wastewater Treatment Plant: What It Includes

A turnkey wastewater treatment plant (WWTP, or ETE in Portuguese/Spanish) is a project where a single supplier delivers the full plant up and running: process engineering, supply of tanks and reactors, electromechanical equipment, on-site erection, commissioning, and often subsequent operation and maintenance (O&M). Instead of coordinating ten separate vendors, the client gets a single point of accountability for performance: the plant must meet the agreed discharge parameters before handover.

This model is common in municipal and industrial sanitation because it removes interface risk (where one contractor's responsibility ends and another's begins) and compresses schedules. Below is what a turnkey scope actually covers and why each stage matters.

What a turnkey scope includes

A well-defined turnkey WWTP contract covers, at minimum, these fronts:

  • Process and detail engineering: effluent characterization (flow, BOD, COD, solids, pH, nutrients), mass balance, sizing of each stage, and hydraulic, electrical, and instrumentation drawings.
  • Supply of tanks and reactors: biological reactors, clarifiers, equalization and sludge tanks. Many plants use bolted steel tanks with a glass-fused-to-steel (GFS) coating for their corrosion resistance and fast erection.
  • Electromechanical equipment: pumps, blowers/aerators, screens, mixers, sludge dewatering, chemical dosing, and disinfection.
  • Automation and control: electrical panel, PLC/SCADA, and level, flow, and dissolved-oxygen sensors.
  • On-site erection: foundation civil works, tank assembly, equipment installation, and interconnection.
  • Commissioning: hydraulic testing, biological start-up (sludge seeding and inoculation), calibration, and tuning until outlet parameters are reached.
  • O&M and training: manuals, operator training, and optionally an assisted-operation contract.

The typical stages of a WWTP

The treatment train is sized according to the load and the final destination of the treated water. A representative sequence for sanitary or agro-industrial effluent is:

  1. Pretreatment: bar screens, fine screens, and grit removal to take out coarse solids and sand that would damage downstream equipment.
  2. Equalization: a tank buffers flow and load variations so the biological stage receives a stable feed.
  3. Primary treatment: sedimentation or dissolved-air flotation (DAF) to separate suspended solids and part of the organic matter.
  4. Biological treatment: the heart of the plant. It can be anaerobic, aerobic, or a combination. UASB reactors typically remove 65–75% of BOD with low energy use and generate biogas; a downstream aerobic polishing step (activated sludge, MBBR, or filter) reaches the final discharge limits.
  5. Sludge handling: thickening, digestion, and dewatering (centrifuge or filter press) of excess sludge.
  6. Disinfection: chlorination, UV, or ozone before discharge or reuse.

Why the turnkey model matters

The value of a WWTP is not in any single piece of equipment, but in the whole train reliably reaching the required outlet quality. When engineering, supply, and erection are fragmented, start-up problems tend to become arguments about whose fault it is. In a turnkey contract, the integrator carries that risk: the plant is handed over meeting its parameters, or it is not handed over.

On top of that, integrating prefabricated bolted steel tanks sharply shortens site schedules compared with cast-in-place concrete, because assembly runs in parallel with civil works. How to size the project correctly

Before pricing, a serious project needs baseline data: average and peak flow, BOD/COD loads, discharge requirements, and the destination of the water (receiving body or reuse). In Paraguay, discharge falls under the environmental framework of MADES, Law 294/93 on Environmental Impact Assessment, and Law 3239/07 on Water Resources; you should verify the current regulations and the environmental license with MADES before fixing the design parameters.
